The Government Office said that it has received proposals and opinions from ministries and agencies, and Hanoi City related to the reinvestment of the project of Vicem transaction and operating center tower project (Vicem tower - Lot 10E6, urban area). new town Cau Giay, Hanoi), which has been abandoned for 8 years.
Deputy Prime Minister Tran Hong Ha asked the Ministry of Construction to direct the Vietnam Cement Corporation (Vicem) to continue investing and completing this project. This ministry had previously proposed to Vicem to continue to complete the project for exploitation. This proposal is based on the need of Vicem after many years of business to derelict the building.
Vicem Tower has been invested by this corporation since 2010 on an area of nearly 8,500 m2, construction area is 2,800 m2; scale of 31 floors, 4 basements. Total initial investment was 1,951 billion VND, then in 2011 was adjusted to 2,743 billion VND. The investment aims to build Vicem's office, member units, halls and commercial services.
In 2011, the tower was started, but after completing the construction and installation of the entire underground structure, the body of the building has been embanked from August 2015 to present.
After that, Vicem has repeatedly asked the Ministry of Construction for permission to make plans, find partners to transfer the tower to payback. The Ministry of Construction reported and was approved by the Prime Minister for the transfer of the Corporation in March 2017.
However, this activity could not be carried out because the project encountered many problems with the law on investment, land, arrangement and handling of real estate assets belonging to state-owned enterprises.
In order to avoid waste, Vicem proposed to continue to invest in completing the project. If approved, the enterprise will review the project accordingly, ensuring savings and compliance with the law.
